ELIZABETH HANFORD DOLE was once voted most likely to be the nation’s first woman President, but last week the Labor Secretary achieved a different kind of White House first: She is the first member of the Bush cabinet to resign. The 54-year-old Dole, wife of Senate Minority Leader Bob Dole, denied she had been frozen out of the White House power loop. Washington insiders suggest that Dole’s new position as head of the American Red Cross provides a higher-visibility platform from which to launch a campaign for an elected office in her own right.
