Cook County State’s Attorney Richard A. Devine requests that Cook County Presiding Criminal Court Judge Paul P. Biebel Jr. appoint an expert to determine if there was legally still time to investigate allegations of torture by former Chicago Police Department Commander Jon Burge and officers in his unit. Devine’s move came after a group of lawyers and activists filed a petition asking for the special prosecutor. According to advocates, at least 66 people, mostly African American, allege that Burge and officers under his command inflicted beatings, death threats, electric shocks and chokings to elicit confessions.
