Dowling appointed Director of Office of Finance
Bank Board Chairman Edwin J. Gray recently announced the appointment of Austin C. Dowling as director of the Office of finance for the Federal Home Loan Bank System. Most recently, Mr. Dowling was acting director of the Office of Finance since July 1983 and was deputy director of that office from February 1980 to July 1983.
In his position as director, Mr. Dowling serves as fiscal agent for the Federal Home Loan Bank System’s twelve District Banks. In addition, he is responsible for the financial planning, debt issuance, and liquidity management of the Federal Home Loan Bank System.
Before joining the Bank Board, he served as president and chief executive officer of William E. Pollock and Co., Inc., of New York, from 1966 to 1980. In addition, Mr. Dowling had been a senior consultant for Scudder, Stevens and Clark in Los Angeles, California, from 1961 to 1966; an assistant to the senior vice president for Union Bank in Los Angeles from 1958 to 1961; and a registered representative of the New York Stock Exchange for Schwabacher and Co., San Jose, California, in 1958.
He received a BA degree in economics in 1954 and an MBA degree in 1958, both from Stanford University. A native of Alameda, California, Mr. Dowling currently resides in Potomac, Maryland, with his wife and two children.
