Napa Valley grapegrowers and winemakers are in conflict over existing forestry laws and an initiative on the March, 2004 ballot that could scale back logging and vineyard development in the county.
At the center of the storm is David Abreau, owner of Abreau Vineyard Management Co, who is facing potential prosecution for allegedly clearing seven acres of timber in an Angwin vineyard without complying with environmental regulations.
Some industry members are calling for better enforcement and higher fines for irregular tree cutting. “A $15,000 to $30,000 fine, that’s nothing in the winegrowing business,” vineyard manager Mark Neal told the Napa Valley Register.
“If you have an $11,000 fine, you’re going to have a lot of people in this county just go ahead and start clearing,” Marc Mondavi of Charles Krug Vineyards told the same reporter.
Jim Barber, of Barber Vineyard Management told the Register, “I want the fines to be a quarter of a million dollars and up, preferably half a million dollars,” adding that he’d also like violators barred from planting vineyards for five years.
Napa County Supervisor Diane Dillon commented, “One of the things we hear is that people look at the penalties as just a cost of doing business …. We’re going to be looking at that.”

Fife Vineyards, Redwood Valley, filed Chapter 11 bankruptcy in August. The winery was established by Dennis Fife and his wife Karen MacNeil in 1991, and produces 20,000 cases per year from 13 acres of Mendocino County vineyards. The couple also own a St. Helena property, which is not involved in the bankruptcy.

The Oregon legislature has passed a bill that replaces the Oregon Wine Advisory Board with a new and semi-independent Oregon Wine Board. Vintners believe the move will make the marketing of Oregon wines more efficient. The old Advisory Board was attached to the state Department of Agriculture. The new Wine Board will be appointed by the governor.
Betty O’Brien, executive director of the old Wine Advisory Board, said board members wanted more autonomy and the ability to hire marketing staff without the constraints of the state’s hiring system.
The board is supported by a tax of two cents per gallon on wine and $25 per ton on grapes. It has an annual budget of about $800,000, which will be unchanged.

A panel of expert selected 45 Pennsylvania-made table and sparkling wines to receive the first Pennsylvania Quality Assurance (PQA) seals, indicating they are of comparable quality to wines from other regions. Among the all-vinifera wines selected were eight Chardonnays, five Pinot gris and seven Bordeaux blends. The Pennsylvania Liquor Control Board (PLCB) will promote the PQA program in its stores.
